CPNU 1: expression of interest due Sept. 4 — who must respond and what happens if you do not

Candidates still on a CPNU 1 waiting list must use SOUGOV.BR to state, position by position, whether they want to remain in consideration. The deadline is 11:59 p.m. on September 4, 2026.

If your name still appears on a waiting list from the first edition of Brazil's Unified National Public Service Examination (CPNU 1), the 2026 expression of interest requires action. The period opened at 10:00 a.m. on August 24 and ends at 11:59 p.m. on September 4, 2026. The submission is made through SOUGOV.BR and is used to state, position by position, whether you want to remain in consideration.

Quick answer: do I need to submit an expression of interest?

Use this decision flow:

  1. Is your name on the waiting list for at least one CPNU 1 position? If not, this procedure does not apply to you. If yes, continue.
  2. Do you want to keep competing for any of those positions? Log in to SOUGOV.BR and select “I am interested” for the positions you want.
  3. Do you no longer want any of the positions? You still need to access the system within the deadline and record “I am not interested”.
  4. Are you under a sub judice status? For positions covered by that legal status, the candidate is automatically considered interested; for the other positions in the same block, a choice must be recorded. The ministry recommends accessing the system to check the status of each position.

Anyone already eliminated from all positions, or who did not take part in CPNU 1, cannot submit this expression of interest. The list of candidates on waiting lists and the related positions can be checked on the official waiting-list page.

Deadline, access and requirements

  • Period: from 10:00 a.m. on August 24 to 11:59 p.m. on September 4, 2026.
  • Where to submit: SOUGOV.BR app or the SOUGOV.BR web version.
  • Login: a GOV.BR account at silver or gold level.
  • Fee: none.

The Ministry of Management and Innovation in Public Services (MGI) brings together the notices, FAQs and instructions on the official 2026 expression-of-interest page. If you have a problem with your account level, changed phones or two-step verification, the official guidance is to resolve it through GOV.BR account support before completing the procedure.

SOUGOV.BR checklist: how to submit your choice

  1. Check in advance which positions still show you on a waiting list.
  2. Sign in to the SOUGOV.BR app or website with a silver- or gold-level GOV.BR account.
  3. Open the interest-confirmation area, read the notice and start the procedure.
  4. Read all instructions shown by the system.
  5. Check your registration details and, if necessary, update your address, telephone number and email. These details may be used to contact you if you are later called.
  6. Open each listed position and choose “I am interested” or “I am not interested”.
  7. Confirm your choice for every position and continue.
  8. Review your personal details and all selected options.
  9. Tick the declaration confirming that you reviewed the information.
  10. Complete the final confirmation in the system.

The full procedure is set out on the official page How to submit the CPNU 1 expression of interest.

What happens with each choice?

SituationConsequence
Selects “I am interested” for a positionRemains eligible on that position's waiting list for a possible future call, subject to vacancies, ranking and the other examination rules.
Selects “I am not interested” for a positionIs removed from the waiting list for that position, including for any temporary hiring linked to it.
Does not access the system, misses the deadline or fails to complete every stepThe case is treated as presumed withdrawal and the candidate is removed from all CPNU 1 waiting lists.
Changes their mind before the deadlineMay change the choices as many times as desired while the submission period remains open.

This distinction matters: declining one specific position is not the same as taking no action. Selecting “I am not interested” removes you from that position only. Failing to complete the procedure by the deadline removes you from all waiting lists in the examination. The rules are summarized in the MGI's official frequently asked questions.

Expressing interest keeps you eligible, but does not guarantee appointment

The expression of interest is a formal requirement for remaining under consideration for a possible future call. It does not create an acquired right to a position and does not guarantee appointment or entry into office. Any future call still depends on available vacancies, the candidate's ranking and the other applicable rules.

The MGI also states that there is not yet a definitive number of remaining vacancies. The total depends, among other factors, on the completion of appointments and entries into office across participating agencies and on vacancies that later become available because someone does not take office or a position becomes vacant. In other words, “I am interested” means staying eligible for future calls, not receiving a promise of appointment.

How to avoid elimination because the procedure was incomplete

  • Do not leave GOV.BR access to the final minutes; check beforehand that your account is at silver or gold level.
  • Make sure every position shown in the system has a recorded choice.
  • Update your phone number, email and address if they are outdated.
  • Perform the final review and complete the confirmation instead of only choosing options and leaving the system.
  • If you change your mind, update the choice before 11:59 p.m. on September 4; changes are not accepted after the deadline.

What happens after September 4?

After the submission period closes, the MGI expects to publish new CPNU 1 waiting lists by September 30, 2026. Those lists will reflect the recorded choices and will serve as a reference for possible future calls.

In short: if you remain on a waiting list, you need to access SOUGOV.BR and record your decision for each position. Selecting interest keeps you eligible; selecting no interest removes you from that position; failing to submit or complete the procedure removes you from all CPNU 1 waiting lists.
