Window has closed: can the club still sign a free player or sell to another country?

Closing the window does not end the entire operation: understand when a club can still sell, hire a free agent and why registration and registration follow different rules.

The closing of a transfer window does not mean that the entire market has stopped. A club can still talk to other clubs, prepare deals for the next window and, in certain situations, complete the departure of a player to a country whose registration period remains open. It is also possible to sign a player without a club in some cases. The decisive point is not to treat five different acts as synonyms: negotiating, signing, transferring, registering and inscribing.

The international rule comes from FIFA, but the concrete answer never ends there. The national association defines the registration periods and processes the player's contract. The league and each competition can impose their own lists, deadlines and limits. Therefore, the phrase “the window closed” only answers part of the question.

This text considers the FIFA Player Status and Transfer Regulations in force in August 2026, whose reference edition is July 2025. FIFA has already approved a new framework to come into force on January 1, 2027; Cases after this date must be checked again in light of the version in force at the time.

The rule that avoids most of the confusion

FIFA requires a player to be registered with an association to participate in organized football. As a rule, this registration takes place within one of the two annual periods fixed by the relevant association. In the international market, the transfer is processed in the FIFA Transfer Matching System, the TMS, and the international transfer certificate, the ITC, is a central part of the procedure when the athlete changes association.

This creates a simple but important distinction: a deal can legally exist between club and player before the athlete is authorized to act. Signing a contract does not replace federative registration. And federative registration, in turn, does not replace any registration required by a league or competition.

Negotiate, sign, transfer, register and enroll

Negotiate

The window mainly limits the completion of registration and transfer, not the possibility for clubs to talk. Two clubs can negotiate an operation to be carried out in a future window. They can also structure values, conditions, exams and documents before the period in which the player will be registered.

When the negotiation is directly with a professional still under contract, there is additional protection. According to current FIFA rules, the club that intends to conclude a contract with this player must inform the current club in writing before negotiating with him. Without a transfer agreement with the club that holds the contract, the professional is only free to conclude a contract with another club when his contract has already ended or is up to six months away.

Signing a contract and being able to play are different things. An athlete may have a valid new contract and still need to wait for the window to open or a regulatory exception to be registered. Likewise, clubs can sign a transfer agreement with execution scheduled for the following period.

In the case of a player who is already out of contract, signing with the new club also does not alone solve the deadline problem. The next question is always whether the association can register you at that time.

Transfer

In regulatory vocabulary, a transfer involves changing a player's registration from one club to another. In an international transfer, information and documents are processed in the TMS. The most important data after closing a window is the target association: it is the registration period for the new association that determines by when the operation needs to reach the steps required to occur in that period.

This explains why a club can have its own entry window closed and still release a player to another country that continues to receive registrations. Closing the seller's window prevents the seller from using that period to register new arrivals, but it does not automatically make all departures impossible.

Register

Registration is the federative act that links the player to the club in the association system. Without it, the athlete is not eligible to participate in football organized by the new club. FIFA sets the framework and exceptions; The national association carries out the registration and must also respect the integrity of the competition.

Registration is authorization within a specific competition. A player can be registered by the club in the association and still be left out of a league, cup or continental tournament because the list for that competition has closed, is complete or has its own composition rules.

Can a club with a closed window still sell to another country?

As a rule, yes, as long as the target association window is open and the applicable procedure is followed. For an international transfer, clubs must confirm the instruction in the TMS before the end of the new association's registration period, and the ITC request must be made, at the latest, on the last day of that window, unless there is an exception provided for in the regulations.

The logic is easier to see with an example from 2026. The Premier League announced the closure of its summer window on September 1st, at 11pm British time. In the calendar of transfer periods published by FIFA, the CBF men's window runs until September 11, 2026. Therefore, after the English shutdown, a Premier League club can, in principle, negotiate and complete a player's departure to a Brazilian club as long as the destination window remains open and all TMS, ITC, registration and local rules requirements are met.

This does not mean that every sale will be accepted. The selling club still needs to agree to the deal if the athlete is under contract, and the destination may have its own limits on squad, registration, foreigners, age or competition. The rule of thumb is to look first at the window of whoever is going to register the player.

Can a free player be signed after the deadline?

There may be registration after closing, but “free player” is not a universal password to bypass the window. The current edition of the FIFA regulations authorizes associations to register, outside the period, a professional whose contract has expired naturally or been terminated by mutual agreement before the end of the registration period applicable to the club intending to sign him.

The decisive expression is “before the end”. If the player became a free agent because his contract ended naturally before the deadline, or because there was termination by agreement before that moment, there is a regulatory exception that may allow subsequent registration. The association must still consider the sporting integrity of the competition and apply its domestic rules.

Free before the window closes

This is the best known scenario. The athlete was already out of contract, or was out of contract before the interested club's window closed. He can negotiate and sign normally, and registration outside the window can be admitted by the association based on the FIFA exception, respecting national and competition rules.

Free only after window closes by arrangement

Here the answer changes. If the contract was terminated by mutual agreement only after the closure of the interested club's registration period, the specific exception for natural expiration or consensual termination prior to the deadline does not automatically apply. The player may even sign a new contract, but that does not mean that the association can register him immediately. It may be necessary to wait for the next window, unless there is another regulatory basis applicable to the case.

Unilateral termination with just cause or dismissal without just cause

FIFA provides for a different exception when the professional unilaterally terminates the contract with just cause or when the club unilaterally terminates the contract without just cause. In these cases, the FIFA general secretariat makes an initial prima facie assessment of the nature of the termination to allow or deny registration outside the window. This is different from simply declaring the athlete “free” after a late consensual termination.

What needs to be done by the deadline

It is common to hear that a business “was started before the window closed”. This sentence alone doesn't solve anything. Advanced conversation, medical examination, verbal agreement, social media announcement or signed draft do not replace the steps that the regulations require within the deadline.

In FIFA's international procedure, once the mandatory information and documents have been entered, clubs must confirm the transfer in the TMS before the end of the new association window. The ITC request must also be made, at most, on the last day of that period for the transfer to count within that window, subject to exceptions.

After an ITC application is filed on time, part of the process may end after the clock resets. The current regulations give the previous association up to 72 hours to deliver the certificate. When the ITC is received, the new association confirms receipt and registers the player. If the old association does not respond within this period, the new association may register the athlete according to the prescribed procedure. The essential thing is that the critical step has been presented on time; “Starting the process” in an informal sense is not enough.

Federal registration does not guarantee a place in the competition

After registration comes another question: can the player still be registered to play where the club needs him? This answer can vary greatly between competitions.

In the Premier League, for example, the main list can have up to 25 players, with a limit on athletes who do not meet the home grown criteria. Under-21 players can be left out of this account, and changes to the list outside the window depend on permission from the league management. Thus, a club may even be able to register outside the window, but it still needs to fit the athlete into the competition rules.

UEFA shows even more clearly the separation between national registration and continental registration. In the 2026/27 Champions League, List A has a limit of 25 players and, for the league phase, must be sent by September 2, 2026 at 11:59 pm CET. The competition regulations require that the player must already be duly registered with the national association and must also be included on the UEFA list. After the league phase, there is a new possibility to register up to three eligible players for the knockout phase, with a deadline of February 4, 2027.

In practice, a reinforcement may be hired and registered for the national championship, but be unable to play in a certain international competition until the next registration opportunity.

Practical scenarios after closing

Player still linked and target also closed

The clubs can talk and even prepare an agreement for the next window, but the transfer and new registration will not take place in that period, except for a specific exception. The athlete remains linked to the current club until the contract ends or is validly terminated.

Player still linked and destination remains open

International exit can occur, even if the selling club's window has already closed. The relevant window for the new registration is the target one. The deal still requires an agreement between the clubs, a contract with the player, TMS, ITC when applicable and compliance with national rules.

Free player before target deadline

The club can negotiate and sign, and there is a basis in current FIFA rules for the association to authorize registration after closing. This does not eliminate roster rules, roster limits, documentation, work authorization or other country and competition requirements.

Player was free after the deadline due to consensual termination

It may be free in the contractual sense and yet not be registrable at that time. The date and reason for the end of the contract are decisive. Without another exception, the new club may have to wait for the next window.

Business filed on time, ITC arriving later

If the steps required in TMS and the ITC application were made within the new membership period, the procedure may continue after closing time. This is very different from just having a verbal agreement or a contract that has not yet been submitted to the system.

How to check a real case without falling for a simplified headline

Which association will register the player?

Start with the destination. Check the registration period for this association, preferably in the official FIFA calendar or in the federation itself. Do not use the selling club's league date as an automatic response.

Does the player still have a contract?

If there is, check if there is an agreement with the current club and when the contract ends. If not, find out the exact date and reason why you were free. Natural expiration, consensual termination and unilateral termination do not receive the same treatment.

Was the international procedure submitted on time?

When changing countries, confirm that the transfer was processed in the TMS and that the ITC was requested within the new association window. The existence of a public announcement does not prove that registration has been completed.

Did the association accept the exception outside the window?

FIFA authorizes certain exceptions, but registration continues to go through the association and analysis of the applicable rules. In some scenarios of unilateral termination, there is also an assessment by FIFA itself.

Does the competition still allow athletes to register?

Finally, consult the regulations of the league, cup or continental tournament. Federative registration and competition list are different filters. An athlete can pass the first and stop at the second.

The short answer to use after any deadline

A closed window does not mean a dead market. Negotiations continue, deals can be prepared for the next window and a club can sell to a country whose entry market remains open. A free player can also be signed outside the window in situations foreseen by FIFA, but the date and reason for the end of the contract matter.

Before stating that someone “can play immediately”, four things need to be confirmed: whether the destination association allows registration at that time, whether the international procedure was done correctly, whether there is any applicable exception and whether the competition still allows registration. It is this sequence that separates an announced deal from a player actually eligible to take the field.
