The announcement talks about the requalification of Orla de Atalaia, but this does not mean that the intervention will begin now. What exists at the moment is a tender opened by the City of Aracaju to choose a company interested in using, requalifying and operating a specific section of public space.
The official publication was made on August 6, 2026, at 5:30 pm. According to City Hall, the M.A.R.É Project — an acronym for Movement, Reception, Requalification and Sport — involves the Orla de Atalaia Promenade located in front of the Hotel Sesc. The published deadline for companies to participate is August 26, 2026, the date on which, according to the municipal statement, the contest and evaluation of proposals will take place.
This distinction matters because the notice published, the company chosen, the contract signed and the structure implemented are different moments in the process.
What the City Hall has already announced for the M.A.R.É Project
The official description presents as the object of the partnership an administrative contract for the onerous use of public space. In this model announced by the municipality, the future company will have the possibility of implementing, commercially exploiting, operating and maintaining multifunctional equipment in the delimited section.
The City Hall cites among the intended uses shops and areas for sports, leisure and coexistence. It also states that maintenance will be the responsibility of the company that operates the project and that the model should not generate costs for municipal coffers, in addition to providing for tax collection and grant payment. This latest information is a position presented by the municipal administration itself and depends on the conditions actually formalized in the bidding process and in the future contract.
Therefore, it is correct to say that stores and sports spaces are part of the announced scope. It is not correct to conclude, at this stage, that a specific configuration of these structures is already contracted or ready to be built.
Where is the stretch of waterfront mentioned in the project
The geographic reference published by the City Hall is objective: the space is on Calçadão da Orla de Atalaia, in front of the Hotel Sesc. The publication does not treat the entire extent of Orla de Atalaia as an M.A.R.É area.
For an editorial map, the safest representation is to highlight only this reference point and avoid coloring or demarcating the entire Rim as if it were all included in the bid.
Onerous use does not mean that the City Hall has already contracted a work
The model described by the administration is different from simply announcing a public work already contracted and paid for by the municipality. The selected company must pay for the use of the space and, in agreement with the City Hall, assume activities related to the implementation, commercial exploitation, operation and maintenance planned for the project.
The publication of the notice opens the dispute. It does not yet identify a contracted company nor does it prove the start of any physical intervention.
Law No. 14,133/2021 itself separates the phases of the bidding process. After the publication of the notice comes, as a rule, the presentation of proposals, judgment, qualification, appeal phase and approval. Once these stages are complete, the competent authority may still determine corrections, revoke or annul the procedure in legal cases, or award the object and approve the bidding.
From the notice to eventual implementation: what needs to happen
- Notice released: this step was announced by City Hall on August 6, 2026.
- Receipt of proposals: the official statement informs the deadline until August 26th.
- Competition and evaluation: according to City Hall, the competition will take place on August 26th, when the proposals will be evaluated.
- Judgment, qualification, appeals and approval: are stages of the bidding process provided for by Law No. 14,133. The order may undergo changes permitted by law when this is expressly provided for in the notice.
- Contracting: Once the bidding has been completed, it is still necessary to formalize the relationship with the winner. The existence of a result or approval should not be confused with a structure already implemented.
- Implementation and operation: only after the administrative steps and the conditions required for execution will it be possible to monitor when and how the project will get off the ground.
It is in this timeline that future news about M.A.R.É should be read. A presented proposal is not a contract; a winning company does not mean intervention has begun; and the announced project does not, in itself, equate to the final physical result.
What should not yet be treated as a fait accompli
Until this investigation, the sources accessed do not allow us to state as defined the winner of the bid, the final configuration of the project, the exact number of stores or equipment, the implementation schedule, a start date for the interventions or a delivery date.
It is also not safe to publish investment values, grants, contractual terms, exact dimensions of the area or detailed operating rules without directly checking these points in the procedure documents.
The repercussion published by Fan F1 at 6:17 pm and by AJN1 at 7:11 pm on August 6 confirms the local circulation of the news, but the two texts essentially reproduce the information released by the municipality and do not function as independent confirmation of these contractual details.
What to watch on August 26th and beyond
The first concrete milestone to note is August 26, 2026. This is the date informed for closing registrations, holding the contest and evaluating proposals. After that, monitoring must focus on the official acts of the process: results, possible resources, approval, identification of the winning company, signing of the contract and documents that authorize or organize the implementation.
Until these steps progress, the most accurate reading is this: Aracaju opened a tender to make the M.A.R.É Project viable on a stretch of the Atalaia Waterfront; did not announce a work already contracted and about to begin.
For residents, traders and visitors to the Orla, the safest way is to follow the next publications from City Hall and Sempi and consult the official documentation before taking any configuration presented for the space as definitive.
