No: a foreign tourist does not need to obtain a CPF simply because they are visiting Brazil. The CPF is a tax and identification registry managed by Brazil’s Federal Revenue Service; it is not a travel document. Federal rules make registration mandatory in specific situations — for example, for people who hold a bank, savings or investment account in Brazil, operate in the Brazilian financial market, or own assets subject to public registration. People who do not fall into a mandatory category may still register voluntarily.
In practice, however, a visitor may encounter websites, apps or businesses that ask for a CPF to create an account or complete a transaction. That does not turn every trip into a CPF obligation: travelers need to distinguish a legal requirement from a provider’s operational requirement. The table below makes that distinction clearer.
CPF for tourists: “need”, “may need” or “usually do not need”?
| Situation | Classification | What it means |
|---|---|---|
| Traveling around Brazil and paying ordinary tourism expenses | Usually do not need | CPF rules do not require registration simply because someone is visiting the country. Ordinary purchases and services do not by themselves make a tourist legally required to register, provided the supplier accepts the available payment method and identification. |
| Using a Brazilian website, app or service with a mandatory CPF field | May need | Some systems are designed for local customers and may require a CPF. Before applying for one, check whether the service accepts a passport, foreign ID, guest checkout or manual assistance. |
| Holding a bank, savings or investment account in Brazil | Need | RFB Normative Instruction No. 2,172/2024, as currently in force, includes these situations among the cases in which CPF registration is mandatory. |
| Operating in Brazil’s financial or capital markets | Need | CPF registration is mandatory for the operations covered by Federal Revenue rules. |
| Buying or owning an asset or right in Brazil that is subject to public registration or a specific registry, such as real estate or a vehicle | Need | The rule covers real-estate transactions and ownership of assets and rights subject to public registration or a specific registry. |
| Completing a procedure with a public authority whose own rules require a CPF | Need for that procedure | The requirement comes from the rules that apply to that specific act before the public body or entity. |
What the CPF is — and why it appears so often in everyday life in Brazil
CPF stands for Cadastro de Pessoas Físicas, the Individual Taxpayer Registry. Brazil’s Federal Revenue Service maintains the database for Brazilian and foreign individuals, whether resident or nonresident. Each registered person receives one unique identifier and cannot obtain a second number to replace the first.
Because the CPF is widely used to identify customers and users in Brazil, it appears in commercial registrations, digital platforms and financial transactions. That broad use explains why a tourist may be asked for a CPF even when the everyday activity itself does not create a federal duty to register. The key question is: is a CPF legally required for what I am doing, or is it simply part of this company’s standard workflow?
What a visitor can usually do without a CPF
For a conventional tourism trip, Federal Revenue rules do not require a foreigner to obtain a CPF merely for visiting Brazil. For travel expenses, what usually matters is whether the business accepts your payment method and, when identification is needed, whether it accepts a valid traveler document.
- In-person payments: cash and international cards can cover a large share of travel expenses, depending on acceptance by the merchant and the card issuer.
- Accommodation, food, attractions and transport: the presence of a CPF field in a booking or sales system does not, by itself, create a legal registration requirement. If the system blocks the transaction, look for a foreign-customer option or contact the provider.
- Receipts and commercial registrations: a company may request a CPF for internal, anti-fraud or customer-registration reasons. Ask whether a passport or other foreign document is accepted.
For that reason, there is usually no need to apply for a CPF preemptively just because an online form displays a field intended for Brazilian customers. First confirm whether the number is actually required for the transaction you want to complete.
When the CPF stops being merely convenient and becomes necessary
The main reference is Article 4 of RFB Normative Instruction No. 2,172/2024. Among the situations relevant to foreign nationals, it covers people living in Brazil or abroad who carry out real-estate transactions in the country, hold bank, savings or investment accounts in Brazil, operate in Brazil’s financial or capital markets, or own assets and rights subject to public registration or a specific registry.
There are also cases in which a public authority or entity requires a CPF under the rules governing a specific procedure. For an ordinary tourist, these situations are more likely to arise when the relationship with Brazil goes beyond a short visit and starts to involve assets, a local account, investment or a particular administrative process.
How a foreigner can obtain a CPF while in Brazil
The official “Register a Citizen in the Individual Taxpayer Registry (CPF)” service page states that Brazilian and foreign individuals, residents and nonresidents, may apply. The service is free, except when provided by a partner unit, where the listed fee is R$7.00, and Federal Revenue expressly warns that intermediaries are not required.
- Confirm that you actually need a CPF. If the request came from an app or shop, first ask whether there is a foreign-customer workflow. If the need arises from banking, investing, real estate, a vehicle or a public procedure, registration may in fact be mandatory.
- Use official channels only. Start with the Gov.br service page, which lists current service channels, including the process for foreign applicants.
- Prepare your documents. Federal Revenue states that foreigners in transit in Brazil may use a passport as identification. The CPF questions-and-answers page also lists the National Migratory Registration Card (CRNM) and travel documents accepted under international agreements, depending on the case.
- Check whether an additional civil-status document is needed. The service page provides for a birth certificate, marriage certificate or equivalent foreign document when the identification document does not show information such as nationality/place of birth, parentage and date of birth. Additional documents may be requested.
- Follow the channel indicated for your situation. Gov.br provides a foreign-applicant CPF flow. Federal Revenue also states that a foreigner who only has a passport may need in-person service, so check the current instructions before traveling to a service location.
If you have had a CPF before, do not apply for another one. Federal Revenue explains that registration can only be performed once. If there is a registry problem, the correct route is to check and regularize the existing number.
How to apply for a CPF from outside Brazil
For foreign nationals residing abroad, the current official guidance is different. The “Register for a CPF from abroad” service states that a foreign resident outside Brazil must apply in person at a Brazilian consular-network post. Before going, check with the competent consular office to confirm appointments, documents and local procedures.
This route is useful for someone who already knows, before traveling, that they will carry out a transaction that requires a CPF — for example, a step related to assets or investments. For travelers coming only for tourism, there is usually no reason to turn the CPF into an automatic item on the travel checklist.
Common CPF mistakes tourists should avoid
- Paying an unnecessary intermediary: Federal Revenue says intermediaries are not necessary and registration is free except at partner units that charge the official fee.
- Confusing a form field with a legal requirement: a website may require a CPF because of how its system is designed, but that does not mean every foreign visitor is legally required to register.
- Making up a CPF number to get past a screen: do not use random numbers or another person’s CPF. Contact the provider or use its foreign-customer process.
- Trying to obtain a second CPF: each person may have only one number. Problems must be corrected in the existing registry.
- Treating the CPF as an immigration document: the CPF identifies a person for Brazilian registries and obligations, but it does not replace a passport, visa or other documents required for entry and stay.
Quick decision before your trip
If your trip is only for tourism, do not treat the CPF as a general travel requirement. Bring your travel document and suitable payment methods. If a business asks for a CPF, first check whether it has an alternative for foreign customers. If you plan to open or hold an account in Brazil, invest, buy real estate or another registered asset, or complete a public procedure that requires a CPF, review the specific rule and register through official channels.
Rules and service channels can change. To confirm the latest procedure, always use the official CPF registration page, the Federal Revenue CPF FAQ and, for people outside Brazil, the CPF-from-abroad service.
