Funai PSS: Blocks 2, 3 and 4 open Sept. 16; which notice to consult and what changed

Funai says applications start September 16, but Amendment No. 11 still states September 10. See the document sequence and what to verify before applying.

On September 16, 2026, the latest information on Funai's official notices and amendments page is clear: applications for vacancies in Blocks 2, 3 and 4 start on September 16. The point that requires caution is that the documents linked from the same page are not fully aligned with that notice. Amendment No. 11 still states September 10 as the start date, and the individual pages for all three blocks were still saying, when checked on September 16, that the application period would be “updated soon.”

This changes the right way to consult the PSS. For Blocks 2, 3 and 4, candidates should not open one old PDF and treat it as a complete, current version. They need to follow Funai's central page, review the acts issued after the original notice, and only complete an application when the link, block, position and schedule are clearly identified through an official channel.

What Funai says on September 16

The central PSS page was modified on September 8, 2026 and now states that Blocks 2, 3 and 4 start on September 16. This notice is later than Amendment No. 11, signed on August 5, which had moved the start date from August 5 to September 10.

There is therefore a relevant documentary mismatch: the newest official communication on Funai's page points to September 16, while the latest amendment PDF listed there still points to September 10. In addition, the Block 2 application page, Block 3 and Block 4 pages did not yet display a newly detailed application period when checked on September 16. For candidates, this means September 16 should be treated as the most recent official date published on the central page, but not as a reason to ignore the absence of an updated schedule or form.

Which notice should candidates consult for Blocks 2, 3 and 4?

The best starting point is to understand the document sequence, because the consolidated material currently available does not, by itself, resolve the status of the three blocks.

  • The original Notice 13/DPT/FUNAI/2025, published in June 2025, established four blocks and included the Temporary Territorial Protection Agent (ATPT) and Temporary Territorial Protection Specialist (ETPT) functions.
  • Amendment No. 9, issued in May 2026, made a structural revision: it removed the social investigation stage, shifted operational organization to Instituto Avalia and ordered the exclusion of all information referring to the ATPT position.
  • The notice consolidated through Amendment No. 9 already reflects that change and therefore should not be used on its own to reconstruct rules for blocks originally associated with ATPT vacancies.
  • Amendment 9.1 republished, because of an error, Annex I on vacancies and work units from Amendment No. 9.
  • Even after that, Amendments 10 and 11 continued to change specifically the start dates for Blocks 2, 3 and 4.

This sequence leaves an inconsistency that should be acknowledged rather than “fixed” by assumption: the newest acts continue to mention Blocks 2, 3 and 4, while Amendment No. 9 had removed ATPT information from the consolidated text. Before choosing a vacancy or uploading documents, look for a reopening act, an updated vacancy table, an official communication or an application form that expressly identifies the function and rules applying to the selected block.

Timeline of the most important changes

Notice 13/2025Opened the PSS with four blocks and temporary territorial protection functions. It is the historical baseline for understanding the original structure and requirements later amended.
Amendment No. 7 — Jan. 7, 2026Moved the Basic Territorial Protection Course to after contract signing and moved the start of Blocks 2, 3 and 4 to May 1, 2026.Changed an entry condition and temporarily unified the opening date for all three blocks.
Amendment No. 8 — May 4, 2026Moved the start of Blocks 2, 3 and 4 from May 1 to June 3, 2026.Postponed the application window again.
Amendment No. 9 — May 7, 2026Restructured stages, removed the social investigation, expanded Instituto Avalia's role and excluded ATPT information from the notice. This is the most important change for deciding which text can still be applied to each function.
Amendment 9.1 — May 8, 2026Republished, due to an error, Annex I with the vacancy and work-unit table from Amendment No. 9.Anyone checking vacancies and locations should not rely on the previous annex without checking the republication.
Amendment No. 10 — June 9, 2026Moved the start of Blocks 2, 3 and 4 from June 3 to August 5, 2026.Kept the three blocks in the schedule despite the restructuring introduced by Amendment No. 9.
Amendment No. 11 — Aug. 5, 2026Moved the start of Blocks 2, 3 and 4 from August 5 to September 10, 2026.It is the latest amendment PDF listed on the official page.
Funai page — updated Sept. 8, 2026Started stating a September 16, 2026 opening date.It is the latest official communication found, but the page does not list an Amendment No. 12 reflecting that new date.

Checklist before starting an application

  1. Start from Funai's central page. It gathers the notice, amendments and the September 16 update. Avoid entering through saved copies, old news stories or links shared outside official channels.
  2. Confirm that your block has an active form. Open the block's own page and check whether the period, application link and schedule have been updated.
  3. Identify the current function and vacancy table. Because Amendment No. 9 removed ATPT information from the consolidated text, do not assume that a requirement or location from the original notice remains valid without a current act confirming it.
  4. Read all amendments issued after the document you are using. A PDF “consolidated through Amendment No. 9” does not automatically include Amendments 9.1, 10, 11 or a later communication on the website.
  5. Check dates and Brasília time. The sequence of postponements shows how quickly screenshots and old calendars become outdated. Do not infer the closing date from earlier schedules.
  6. Review required documents before uploading. The consolidated material provides for online application and document submission; confirm in the current form which files and requirements apply to your profile.
  7. Keep proof. Save the protocol, confirmation email and the versions of the official documents you consulted on the day you apply.

Application, Instituto Avalia and the FAQ

Under the notice consolidated through Amendment No. 9, registration is free and carried out electronically through Instituto Avalia according to the applicable schedule. The same document says candidates must know the notice and verify that they meet the requirements before applying.

Funai's official FAQ page says candidates may participate in more than one block, but may not register for more than one function or profile within the same position; where more than one form is submitted under the same CPF, the published guidance is to consider the latest submission. Because the documentary set was later amended, the FAQ should be read together with the current act and application form for the relevant block.

How to read the September 10 vs. September 16 mismatch

Amendment No. 11 was not silently “rewritten”: it remains available and says September 10. What changed afterward was the information displayed on Funai's central page, modified on September 8, which now says September 16. As of the September 16 check, no Amendment No. 12 was listed on that page reproducing the new date, and the three individual block pages were still asking candidates to wait for an update.

The safe editorial conclusion is therefore limited: September 16 is the most recent date officially communicated by Funai for the opening of Blocks 2, 3 and 4, but candidates still need to confirm the current operational instrument before submitting an application. If the form or schedule is not available, do not use an older version to fill in missing information by assumption.

Where to check before applying

The main precaution is simple: the PSS has accumulated schedule changes and a major content restructuring. For Blocks 2, 3 and 4, the “current version” should not be understood as one single file, but as the original notice read together with later acts and, above all, the newest official communication that actually enables applications for the selected block.
