Since September 14, 2026, Gramado has required prior registration for tourist excursion vehicles arriving in the municipality. The city government announced the measure to improve predictability of vehicle flows, help organize urban mobility and plan boarding and drop-off points at major attractions.
The procedure is online and must be completed before arrival. The official Gramado city notice states that the company responsible for the excursion must complete the registration. The Tourism Department’s official “Cadastro para Excursões” page provides the form link, guidance and documents related to the rule.
Who needs to complete the prior registration
The new requirement is aimed at tourist excursion vehicles entering Gramado. The municipal notice does not say that every bus circulating in the city is subject to the procedure: the announced scope is transportation used for tourist excursions.
In practice, the company responsible for the excursion is in charge of submitting the information. A carrier, travel agency or professional organizer should therefore confirm before the trip who will file the form and whether the registration was actually completed.
The official materials reviewed do not provide, in the September 10 notice, a detailed list of exemptions from the new registration. For cases that do not clearly fit the definition of a “tourist excursion,” the safest course is to consult the official page and, if necessary, the Tourism Department before traveling.
What information should be prepared
The city says the registration asks for information such as the items below. Because the notice uses illustrative wording, the form may request additional fields; it is worth opening it in advance and checking the current version.
| Information | What to prepare |
|---|---|
| Vehicle license plate | The plate number of the bus or vehicle that will operate the excursion. |
| Arrival date | The expected date on which the group will enter Gramado. |
| Length of stay | The group’s expected period of stay in the municipality. |
| Guide registration | The registration details of the Regional Tour Guide accredited in Cadastur. |
| Guide contact | A contact method for the professional accompanying the excursion. |
The city describes the registration as 100% online. The form is available through the Tourism Department’s official excursion page.
The registration and the Regional Tour Guide requirement are related but separate rules
The city says the new registration strengthens enforcement of Municipal Law No. 4,315/2024, which addresses the presence of a Regional Tour Guide qualified in the state of Rio Grande do Sul. The official FAQ explains that the professional must be qualified, registered and accredited with Brazil’s Ministry of Tourism and registered in the regional category for Rio Grande do Sul.
According to the same FAQ, hiring a guide is required for group travel involving more than 15 people when organized by a registered and accredited tourism company. The page also states that school trips require a guide and that when an excursion uses more than one bus, each bus must have a guide.
The professional’s registration can be checked in Cadastur. This matters because the municipal notice says excursions entering the city without prior registration or without the accredited professional may be subject to notices and fines provided for in municipal legislation.
What to check before leaving for Gramado
- Choose who will file the registration: the company responsible for the excursion should handle the submission and keep the confirmation.
- Prepare the vehicle details: have the correct plate number and confirm that the vehicle entered in the form is the one that will make the trip.
- Review the dates: check the arrival date and length of stay before submitting.
- Validate the guide: confirm the Regional Tour Guide/RS registration and contact details in Cadastur.
- If there is more than one bus: verify that each vehicle has a guide, as stated in the municipal FAQ.
- Check circulation guidance: the city says transport companies and travel agencies can access the form, circulation guidance and frequently asked questions through official channels.
Is there a minimum advance period?
The municipal notice requires the registration to be prior, but the text published on September 10 does not specify a minimum number of hours or days in advance. It would therefore be inappropriate to assume a specific deadline. The best approach is to complete the registration before travel and review the official page close to the trip in case operational guidance has been updated.
Where to register
The official route is the Cadastro para Excursões page maintained by Gramado’s Tourism Department. It includes a button to the prior-registration form, as well as an FAQ, regulatory acts and guidance related to Law No. 4,315/2024.
For trip organizers, the key change since September 14 is straightforward: do not leave compliance until arrival. With the vehicle plate, dates and guide details ready, registration should become a short planning step and reduce the risk of the group entering Gramado without meeting the municipal requirement.
