Yes. Série C in 2026 was organized with only two relegation places, as part of the transition announced by the CBF to expand the third division from 20 clubs in 2026 to 24 in 2027.
Confiança had its relegation confirmed with one round to spare after a 1-0 defeat to Anápolis. In the final round, on August 29, it lost 1-0 to Ferroviária and finished the first phase in 20th place.
Itabaiana reached the final round still with a chance of staying up, but needed to beat Botafogo-PB and depend on another result. The 2-0 defeat at Etelvino Mendonça ended the contest: the club finished 19th, with 17 points, and joined Confiança as one of the two relegated teams.
That defines how both clubs enter Série D 2027. They do not depend on a place earned through the Campeonato Sergipano, a state cup or the National Club Ranking to be in the competition. Their places come from relegation from Série C in 2026.
What the CBF changed in Série D in 2026
Série D 2026 is the most useful reference for understanding the scenario Confiança and Itabaiana will encounter, because it was the first edition under the new structure announced by the CBF. The competition expanded from 64 to 96 clubs and began with 16 groups of six teams.

The 2026 edition of Série D has six confirmed promotion places to Série C 2027. The CBF's multi-year plan also provides for Série C to expand from 24 clubs in 2027 to 28 in 2028, while keeping only two relegations from the third to the fourth division at the end of 2027.
That structure makes it very likely that Série D 2027 will also have six promotion places to Série C 2028. Even so, the exact mechanism must be separated from the projection. Before the 2027 regulations are published, it is not possible to state that the CBF will repeat exactly the model of four promoted semifinalists plus two playoff winners.
For the two Sergipe clubs, the sporting objective is simple to describe: finish Série D 2027 in a position that earns promotion to Série C 2028. The number of places and the way they are distributed need to be confirmed in the official document for the edition.
Can Confiança and Itabaiana be drawn in the same group
It is possible, but it is not defined. In 2026, the CBF formed the groups using geographic and logistical criteria and set a limit of up to three clubs from the same state federation in one group. That structure favored regional matchups and reduced travel in the first phase.
If that logic is maintained in 2027, Confiança and Itabaiana may be placed in the same grouping region and even in the same group. That, however, depends on the final list of participants, the distribution of places and the CBF's group formation.
