The public consultation for drafting Maceió's 2027 Annual Budget Bill proposal has been extended through September 25, 2026. Participation takes place online through Participa Maceió, the city platform used to collect public priorities and contributions for municipal budget planning.
According to the notice published by the City of Maceió on September 21, 2026, every citizen may participate. People who have used the portal before sign in with their CPF and password; first-time users can create an account by entering their CPF and setting a password.
What is the deadline for the 2027 PLOA consultation?
The valid deadline in the city's most recent notice is September 25, 2026. There is a discrepancy between official pages: the 2027 PLOA methodology page still shows the original September 2 to 15 period. Because the September 21 notice expressly states that the consultation remains open through September 25, that is the most current date to use when planning participation.
Who can participate?
The city says that every citizen may participate in the consultation. Access is individual and uses a CPF. There is no need to attend in person because the entire process is online.
How to participate through Participa Maceió
- Open the portal. Go to Participa Maceió.
- Sign in or create an account. If you have taken part in previous consultations, use your CPF and password. On your first visit, register with your CPF and create a password.
- Check your Administrative Region. Maceió has 51 neighborhoods organized into eight Administrative Regions. The portal provides a list of regions and neighborhoods to help participants identify where they live.
- Open the “Priorize” section. The consultation displays actions related to the participant's Administrative Region.
- Indicate which actions you consider priorities. The methodology instructs residents to prioritize the available actions and justify their choice.
- Add a citywide suggestion when relevant. The city's notice says participants may also submit public policy suggestions for Maceió as a whole.
- Complete your participation by September 25. Before finishing, review your selection and justification to reduce the chance of sending an incomplete or unclear contribution.
Is the consultation an open proposal form or a prioritization process?
The core process described by the city is the prioritization of actions. Actions are shown according to the Administrative Region where the participant lives, and the participant indicates which ones are most important. The methodology also asks for a justification. In addition, the September 21 notice states that residents can submit public policy suggestions with citywide scope.
Therefore, anyone entering the portal expecting only a blank box for any project idea should first review the actions available in the “Priorize” area. A contribution may combine the selection of priorities with a concise justification and, when the system provides that option, a broader suggestion for the city.
How to write a useful justification
The city requires a justification for the priority but does not publish a mandatory text template in the notice. To make the contribution clearer, it can help to organize the justification around three points: what problem you see, where or for whom it matters most, and what result the selected action could produce.
Instead of writing only “improve mobility,” for example, a more informative justification can explain that a specific area faces travel difficulties, describe the effect on residents, and state why the selected action deserves attention in the 2027 budget. This does not guarantee that the action will be included, but it records the reason behind the priority.
What happens after the consultation ends?
According to the official methodology, submissions will be consolidated to identify the public's priorities. The results then undergo technical analysis and are considered in drafting the budget proposal together with the 2026-2029 PPA, the 2027 LDO, available resources, and the technical and legal criteria that apply to the municipal budget.
The city itself states that an action ranked highly in the consultation is not automatically included and does not receive a guaranteed funding amount. The consultation provides input for drafting the PLOA. The methodology says the consolidated proposal is expected to be sent to the City Council by October 15, 2026, where it will proceed to review and voting.
What is the PLOA and why does the consultation matter?
The PLOA is the bill proposal that will lead to the Annual Budget Law. The LOA organizes the municipality's budget for each fiscal year: it estimates how much revenue the city expects to collect and sets how much may be spent on areas and actions such as health, education, infrastructure, social assistance, and other public policies.
The budget proposal is not prepared in isolation. It follows the guidelines of the LDO and the planning established by the PPA. The public consultation adds information about priorities perceived by residents, which is considered together with legal obligations, ongoing policies, government planning, financial availability, and technical requirements.
