Maceió's Municipal Secretariat of Culture and Creative Economy, Semce, opened Public Call Notice No. 02/2026 to create the reviewer pool for the National Aldir Blanc Policy for Cultural Development, PNAB, Cycle 2. The first application round runs from September 14 to October 5, 2026. The key point for applicants is that this is not a scored competition: everyone who fully meets the objective requirements enters the pool, but accreditation does not guarantee a contract.

Who can apply to become a PNAB reviewer in Maceió

The notice allows three types of applicants: individuals, Individual Microentrepreneurs, known in Brazil as MEI, and private legal entities. An individual must have a regular CPF tax ID and be domiciled in Brazil. An MEI or legal entity must have an active CNPJ registration and be based in Brazil, with a business activity or corporate purpose compatible with the service.

Under any applicant type, the professional responsible for performing the work must prove at least two years of activity in the cultural sector and actual experience analyzing, selecting, curating, judging or evaluating cultural projects. For an MEI, the work must be performed by the owner. For a legal entity, the named professional must formally belong to the company's ownership structure. Replacement, subcontracting or delegation to a third party is not allowed.

The 18 cultural areas covered by the accreditation

Each applicant may request accreditation in up to four areas, provided that specific evidence of experience or qualifications is submitted for each selected area. The areas are:

  • Audiovisual;
  • Handicrafts;
  • Dance;
  • Afro-Brazilian culture;
  • Nerd culture;
  • Archives, heritage and museums;
  • Peripheral culture;
  • Design;
  • Popular and traditional culture;
  • Fashion;
  • Theater;
  • Cultural production and technical areas;
  • Music;
  • Circus;
  • Books, reading and literature;
  • Visual arts and digital arts;
  • LGBTQIAPN+ culture;
  • Cultura Viva, including Points and Large Points of Culture.

If an applicant lists an area without sufficient specific evidence, the notice states that accreditation in that area will not be recognized. This does not prevent the other properly documented areas from being assessed.

Documents required from every applicant

Before separating the certificates specific to individuals, MEIs or legal entities, every applicant must prepare the common core of the application:

  • Annex II, containing the Accreditation Request, Commitment Term and Unified Declaration, completed and signed;
  • a summarized resume of the professional responsible for the work, limited to five pages;
  • a document or set of documents proving at least two years of activity in the cultural sector;
  • at least one piece of evidence of actual experience analyzing, selecting, curating, judging or evaluating cultural projects;
  • specific evidence of experience or qualifications for each cultural area requested, up to four areas.

To prove experience, the notice accepts reliable documents such as technical capacity certificates, contracts accompanied by proof of performance, ordinances, minutes, official publications, statements from contracting parties and certificates, as long as they identify the activity and, when relevant, the period of work. Merely being approved for or listed in another reviewer pool, without evidence that evaluations were actually performed, does not count as project evaluation experience.

What changes for individuals, MEIs and legal entities

Applicant typeMain specific documents
IndividualOfficial photo ID and CPF; proof of regular CPF status; proof of residence or domicile; municipal and/or state taxpayer registration when applicable; federal, state and municipal tax clearance certificates; declaration regarding child labor, which may be included in Annex II. Banking documents and other additional items may be requested only if the person is called for contracting.
MEIUpdated MEI status certificate, CCMEI; proof of active CNPJ; photo ID and CPF of the owner; federal tax clearance certificate; FGTS clearance when required; labor debt clearance certificate, CNDT; state and municipal certificates when required. The MEI owner must be the professional responsible for the work.
Legal entityActive CNPJ; current articles of incorporation, bylaws or corporate agreement; appointment or election document for administrators when applicable; documents for the legal representative and the professional responsible; proof that the professional responsible belongs to the ownership structure; federal tax clearance, FGTS, CNDT, and state and municipal certificates.

For a legal entity, a service agreement, employment relationship, power of attorney or consulting contract does not replace proof that the professional responsible is part of the ownership structure.

How to submit the application by October 5

Applications are free and must be submitted exclusively by email to credenciamento@semce.maceio.al.gov.br. The notice requires one set of readable PDF files, with no password or access restriction, totaling no more than 15 MB per message. In-person applications are not accepted.

For the first round, messages must reach Semce's institutional mailbox by 6:00 p.m. Brasília time on October 5, 2026. The date and time recorded in the mailbox determine whether the application was received on time, so applicants should confirm that all attachments were sent correctly before the deadline.

Only one application per CPF or CNPJ is allowed in each round. If the same CPF or CNPJ sends more than one submission, only the last complete set received will be considered. The same professional also cannot multiply their chances by entering simultaneously as an individual, an MEI owner and the professional responsible for a legal entity. In that case, only the last complete application received within the deadline will count.

Semce may change these dates through a reasoned decision and official publication. If an appeal could affect another applicant, a period for counterarguments will be opened and subsequent stages may be rescheduled.

Entering the pool does not mean being contracted

All applicants who meet the objective requirements will be accredited, without a score-based ranking. For the initial demand, Semce may execute up to 30 contracts, subject to the overall cap of R$ 180,000. If there are more qualified accredited reviewers than needed contracts, the order will be set by a public drawing for each area, with prior notice and official minutes. Each CPF or CNPJ may receive only one contract in the initial demand even if accredited in multiple areas.

The gross compensation for each initial-demand contract is a fixed R$ 6,000, regardless of the number of proposals assigned. The work includes full review of proposals, scoring with written justification, technical opinions, assigned appeal reviews, required meetings, corrections of inconsistencies and a final report. Work will be predominantly remote, and the contractor must provide their own equipment, internet connection and secure environment.

The reviewer pool will remain valid for 24 months from publication of the final approval. After the first round, accreditation remains open for new applications during the validity period, with later submissions reviewed in subsequent rounds. Individual contracts may run for up to 90 days depending on the demand and service order.
