The 2026 Seduc-CE teacher recruitment includes 2,000 immediate positions for Level C teachers and another 1,000 places on the reserve list. That is where the total of 3,000 opportunities comes from: the notice does not treat all 3,000 as immediate appointments. The options are divided into 14 area codes, and each applicant may register for only one of them.

Applications must be submitted exclusively online through the CEV/UECE website, from 8:00 a.m. on September 16 to 5:00 p.m. on October 15, 2026. The fee is R$150, with payment of the DAE state payment slip due by October 16. The first-stage objective tests are scheduled for November 22, 2026. The official schedule states that dates are provisional and may change, so applicants should monitor the official CEV/UECE recruitment page.

How the 3,000 opportunities are divided

Notice No. 014/2026-SEDUC/SEPLAG offers 2,000 permanent positions and creates a reserve list with another 1,000 names. The reserve list is intended for future calls during the validity of the recruitment process as withdrawals, exclusions or vacant positions arise; it is not the same as an immediate vacancy and does not guarantee appointment.

Within the 2,000 immediate positions, the notice allocates 1,498 to open competition, 400 to Black applicants (pretos e pardos under the Brazilian notice) and 102 to people with disabilities. On the reserve list, there are 750 for open competition, 200 for Black applicants and 50 for people with disabilities.

How to choose an area before applying

The decision should not be based only on the number of openings. The key eligibility check is whether your qualifications match Annex I of the notice exactly. In general, subject areas require the corresponding full teaching degree, pedagogical training or a second teaching degree with authorization for the subject, or another higher-education qualification that legally authorizes teaching in the stated field.

  • AEE: the notice accepts a full degree in Special Education, Pedagogy, another teaching degree or certain pedagogical training routes; except for a full Special Education degree, it also requires postgraduate study in a Special Education field or at least 360 hours of continuing education, under the rules cited in Annex I.
  • Physical Education: in addition to an accepted qualification, active registration with the Regional Physical Education Council (CREF) is required.
  • English Language: an official correction published on September 15, 2026 clarified that pedagogical training or a second teaching degree must qualify the candidate to teach English, not Spanish.

An applicant may choose only one option code. During registration, the applicant also chooses one of the 21 cities listed for tests and other in-person procedures, covering Fortaleza and the regional education coordination cities named in the notice.

What is required at the application stage

The standard application is electronic: applicants complete the online form, generate the DAE payment slip and pay it within the deadline. The notice does not require every applicant to upload a diploma at this stage. Proof of the qualification required for the position is presented at the appointment stage, with the diploma or certificate and academic record specified in Annex I.

Applicants seeking reserved positions for Black candidates or people with disabilities must select the appropriate option and upload the required documentation through the system. The same September 16 to October 16 period applies to documentation for special testing conditions. Files must comply with the notice; illegible, incomplete or improperly submitted documents may affect the specific request.

How the three stages work

The first stage consists of two objective tests, both eliminatory and classificatory. P1 has 30 basic-knowledge questions: eight on Brazilian Education and educational/pedagogical topics, eight on Public Administration, eight on Portuguese Language, and six on reading and interpreting educational data and indicators. P2 has 50 questions on the specific knowledge for the chosen area. There are 80 questions in total.

To pass the objective stage, the notice sets minimum scores by section and by test: at least 3 points in Brazilian Education, 3 in Public Administration, 3 in Portuguese Language and 2 in data and indicators; overall, the applicant must score at least 12 points on P1, 20 on P2 and 40 points across both tests.

The second stage is a practical test, eliminatory and classificatory, lasting 25 minutes and recorded on video. The third is a credentials assessment, classificatory only, for those who pass the practical test. Applicants with disabilities and applicants competing for positions reserved for Black candidates also undergo, when applicable, the specific biopsychosocial assessment and hetero-identification procedures set out in the notice.

Pay and working hours

The position is Teacher, Class C, at the initial career level. The notice states an initial gross monthly pay of R$7,181.41 for a 40-hour workweek, plus a meal allowance of R$16.96 per day actually worked, subject to the applicable legal rules. Working hours are assigned according to staffing needs, primarily in the morning and afternoon shifts.

Important update published on September 15

On the day before applications opened, CEV/UECE published Communication No. 255/2026. It corrected the qualification requirement for code 10, English Language, replacing an incorrect reference to Spanish with English. It also updated the Public Administration syllabus reference to the Ceará Government Organizational Structure Modeling Guide, from the 2nd edition (2021) to the 3rd edition (2025). All other items in the notice remain unchanged.

Checklist before confirming your application

  • compare your degree and any additional training with Annex I for the chosen area;
  • confirm whether you will compete in open competition or in a reserved category for which you are eligible;
  • choose only one area code and one test city;
  • if requesting a fee waiver, prepare the required documents before September 18;
  • generate the DAE and keep proof of payment if your application is fee-paying;
  • monitor announcements and any schedule changes directly on the official CEV/UECE page.

When choosing between areas with similar numbers of openings, the safest sequence is to confirm legal eligibility first, then compare immediate positions and the reserve list, and only after that weigh test logistics and preparation for the area-specific syllabus.
