The National Health Surveillance Agency banned the sale of two hair products without registration or notification: Miss Hidrat Relaxing Cream for use with Guanidine Activating Liquid and Full Hair Instantly Hair Fiber. The measure also prevents the manufacture, distribution, dissemination and use of affected items.
The range, however, is not the same for both products. In the case of Miss Hidrat cream, the ban applies to all batches manufactured from December 20, 2023. For Full Hair Instantly fiber, the determination applies to all batches, without date cutting.
Anvisa published the communication on July 27, 2026. The corresponding acts are Resolution-RE 2.931/2026, referring to hair fiber, and Resolution-RE 2.932/2026, referring to relaxing cream. The resolutions are dated July 24th and came into effect with publication in the Official Gazette of the Union on July 27th.
Which products were affected by Anvisa
| Product indicated in the act | Informed manufacturer | Batches or production achieved | Determined measure | Prohibited activities |
|---|---|---|---|---|
| Miss Hidrat Relaxing Cream for use with Guanidine Activating Liquid | Anaber – Cosméticos Indústria e Comércio Ltda., CNPJ 58.354.747/0001-28 | All batches manufactured from December 20, 2023 inclusive | Collection | Marketing, distribution, manufacturing, advertising, dissemination and use |
| Full Hair Instantly Hair Fiber | Unknown manufacturer | All batches, regardless of date | Seizure | Marketing, distribution, manufacturing, advertising, dissemination and use |
The frame must be read literally. The measure does not just cover a numbered batch of Miss Hidrat cream: it covers any batch manufactured on December 20, 2023 or after that date. Products manufactured before this milestone do not appear in the specific scope released on July 27th.
For Full Hair Instantly, there is no exception based on batch, expiration date, purchase date or manufacturing date. Once the exact name of the product has been found, all batches are covered by the ban. The official statement also states that the manufacturer is unknown.
How to check if Miss Hidrat cream is among those affected
Start by checking the full name on the label. The product mentioned is Miss Hidrat Relaxing Cream for use with Guanidine Activating Liquid, manufactured by Anaber – Cosméticos Indústria e Comércio Ltda.
Next, look for the manufacturing date, which should not be confused with the expiration date, date of purchase or opening of the packaging.
The product is achieved by measurement when these elements are brought together:
- name corresponding to Miss Hidrat Relaxing Cream;
- indication for use with Guanidine Activating Liquid;
- manufacturer Anaber – Cosméticos Indústria e Comércio Ltda.;
- manufacture on December 20, 2023 or later.
If the date is erased, covered or illegible, it is not possible to safely exclude that the unit belongs to the period reached. Out of prudence, discontinue use until you confirm the information on the label, with the selling establishment or through official Anvisa channels.
Hair straighteners and relaxers are mandatory registration products. Anvisa advises that the query can be made using the company's name, process number, registration number or CNPJ. The regularization process number starts with “25351” and must appear on the cosmetic label.
How to identify Full Hair Hair Fiber Instantly
For Full Hair Instantly Hair Fiber, identification is more direct because the measurement covers all batches. It is not necessary to find a specific date to know if the unit is included.
Check it out:
- the name “Full Hair Instantly Hair Fiber” on the packaging;
- any variations in spelling or presentation that maintain this identification;
- the batch and other label data, to record or communicate the occurrence;
- the seller, advertisement or establishment where the product was found.
The manufacturer was classified as unknown in the Anvisa statement. Therefore, the absence of a company clearly identified on the label does not remove the product from the scope of the measure; on the contrary, it is consistent with the irregularity reported by the agency.
You should not conclude from the appearance of the packaging alone that another unit is regular. The verification must consider the name of the product and the official data available in the irregular product query.
Retention and seizure are not the same measure
The difference between the terms helps to understand why cream and hair fiber received different determinations.
Collection
Upon recall, the company responsible for the product must remove the covered units from the market and present to Anvisa the requested information on the execution of the measure.
The Agency's inspection guidance associates the recall, in general, with irregular products manufactured by authorized companies. This is what happens with the Miss Hidrat cream, whose manufacturer was identified in the act.
Seizure
Upon seizure, removal is carried out by the competent health authority, in accordance with the procedures applicable to the location where the product was found. Anvisa relates this action, in general, to irregular products manufactured by unauthorized companies or whose origin could not be identified.
This is the framing given to Full Hair Instantly Capillary Fiber, presented in the statement as a product from an unknown manufacturer.
Both recall and seizure are inspection actions designed to prevent the population from being exposed to irregular or suspected products. Preventive measures of this type do not, in themselves, amount to a definitive conviction or penalty against the company.
What the ban means — and what it doesn't prove
The justification disclosed by Anvisa is the lack of registration or required notification. This means that the products were in an irregular situation before the health authority.
The publication does not state that specific damage caused by these units has been proven, nor does it present the results of laboratory analysis attributing a certain reaction to the products. Therefore, it is not correct to transform the prohibition into a claim that all units caused a determined adverse effect.
At the same time, the lack of regularization prevents the consumer from counting on the regulatory guarantees required for products subject to health surveillance. According to Anvisa, irregular products do not meet the applicable rules and do not offer the guarantee of safety, quality and effectiveness required for the respective category.
In the case of straighteners, the Agency emphasizes that they all require registration and warns that unregistered items may be associated with scalp burns, hair breakage or loss and damage to the eyes. This is general guidance regarding uneven straightening and not confirmation that such occurrences have been reported specifically with Miss Hidrat cream.
What to do when you find one of the products
When identifying packaging covered by the measure:
- Discontinue use. The use of both products was prohibited by Anvisa.
- Separate the packaging, preventing someone else from using the item by mistake.
- Record label data, especially name, batch, manufacturing, expiration date, manufacturer, CNPJ and process number, when available.
- Keep your proof of purchase if you still have it.
- Contact the selling establishment. For Miss Hidrat cream, the company responsible must comply with the recall of the affected units.
- Consult Anvisa's resolution and basis for irregular products, especially if there is doubt about the name or scope of the measure.
- Notify health surveillance or Anvisa if the product continues to be sold, advertised or used commercially.
Anvisa provides a public consultation on irregular products and also receives reports and complaints through its service channels. The basis informs the resolution, the determined actions and whether the measure remains in force or was later revoked.
