Anvisa adopted a preventive measure against a list of Oh My Hair hair products identified in the official act with the Mavila brand. Resolution RE No. 3,525 of September 4, 2026, published in Brazil's Official Gazette on September 8, orders seizure and prohibits the manufacture, sale, distribution, advertising and use of the products listed in the annex. The lot field is marked “TODOS”, meaning all lots, so the check does not depend on finding one specific batch number.

There is an important detail in the company names. The annex identifies Mabila Indústria e Cosméticos Ltda., CNPJ 08.779.262/0001-08, as the company responsible for the irregular manufacturing, while the product names contain Oh My Hair Mavila or Mavila Professional. The resolution also mentions Safira Indústria e Comércio de Cosméticos Ltda. because, according to Anvisa, Safira's regulatory data were used on the labels even though Safira said it did not recognize the manufacture of those products.

What Anvisa prohibited

The measure is not limited to stopping sales. The act lists five prohibited activities: sale, distribution, manufacture, advertising and use. It also orders seizure. The official justification states that the products were allegedly manufactured irregularly by Mabila, which the act describes as operating without the required company authorization, while using Safira's Anvisa registration data on the labeling.

This also helps avoid a common misunderstanding. Shampoos and many hair masks are normally cosmetics exempt from formal registration and subject instead to a simplified notification procedure. Anvisa itself explains that products such as ordinary shampoo are not among the categories that require prior registration. Exempt from registration does not mean exempt from regularization or from company compliance requirements. In this case, the basis of the measure is the manufacturing and labeling irregularity described in the resolution.

Which Oh My Hair products appear in the annex

The annex contains 18 entries. The table below keeps the essential official product names and shows the process number when the act associates one with the entry. For every listed entry, the lot field is “TODOS”, meaning all lots.

The official wording includes some abbreviations and typographical issues, such as truncated versions of “Professional” and one occurrence of “limpeza sauve”. The table normalizes those points only for readability, without changing the identity of the products. When in doubt, the final comparison should be made against the resolution text and the information visible on the product label.

How to check whether the product at home is affected

  1. Start with the full product name. Look for “Oh My Hair”, “Mavila” or “Mavila Professional” on the label and compare the shampoo or mask name with the annex.
  2. Check the company information on the label. Anvisa treats the manufacturer, importer and product holder as relevant labeling information. The act names Mabila Indústria e Cosméticos Ltda. as the irregular manufacturer and says Safira's data were used on the labels.
  3. Look for a process number, when available. Several entries use numbers in the 25351.xxxxxx/year-xx format. That can help distinguish products with similar names.
  4. Do not use the lot number to rule the product out. The resolution marks “TODOS” for the lots of the listed entries. A different lot from one shown in a photo or online listing does not automatically make the product permitted.
  5. Take photos of the bottle or jar. Photograph the front, back, lot, expiration date, CNPJ, manufacturer or holder, and any process number. This makes comparison easier and can help in later contact with a retailer, manufacturer or health authority.

Anvisa's cosmetics labeling guidance reinforces that the product name, brand, manufacturer, importer or holder, and the relevant address are important identification elements. Lot and expiration information also function as traceability indicators.

How to check a cosmetic in Anvisa's database

Anvisa maintains a cosmetics consultation page with two paths: registered products and products exempt from registration. Since ordinary shampoos and hair masks are not on the list of cosmetics that require registration, a search will generally need to consider the database for products exempt from registration. The absence of a formal registration number alone does not prove that these categories are irregular.

For this specific case, however, the main check is Resolution RE No. 3,525. It is later than the process numbers shown with the listed products and contains an express enforcement measure. Finding an older notification or a process number on the label does not automatically cancel the prohibition published in September 2026.

Does the measure apply to every Oh My Hair or Mavila product?

The resolution lists specific products. It does not state generally that every item carrying either brand is prohibited. It would therefore be inaccurate to extend the measure automatically to products that do not appear in the annex.

At the same time, some entries are generic, such as “Máscara Líquida Capilar Oh My Hair Mavila Professional”, and appear under different process numbers. If the product at home carries that exact presentation, identification should use the complete set of label details, especially the company information and process number when available. Comparing only the color of the package or a retailer photo is not enough.

What to do if the product is on the list

Because the resolution prohibits use, the prudent course is not to continue applying a product that matches the list. Keep the packaging and proof of purchase, because they may be useful when contacting the retailer and for any consumer complaint.

For reports involving an irregular product or company, Anvisa's own e-Notivisa page directs citizens to the agency's general contact channels. e-Notivisa receives technical complaints and adverse-event reports for products covered by the system, but the page specifically says that reports of irregular companies and products should go through the general channel. If you develop a reaction or symptoms after use, seek health care and, if possible, bring the packaging or photos of the label.

The central point of the resolution

The September 2026 prohibition should not be summarized as “Anvisa banned all Mavila products” or as “the cosmetics had no registration”. The act is more specific. It identifies Oh My Hair products, applies measures to all lots of those entries and grounds the action in irregular manufacturing attributed to Mabila Indústria e Cosméticos Ltda., described as lacking the required operating authorization, with Safira's regulatory data used on the labeling.

For consumers, the most reliable check combines three elements: product name, company information and process number when available. And because the resolution uses “TODOS” in the lot field, the lot is useful for documenting the product but not for excluding it from the measure.
