Taxpayers who join POAISS in September 2026 can settle Porto Alegre ISS service tax debts in up to four installments, with a 90% reduction in fines and interest. For a lump-sum payment, the announced reduction is 95% on those charges. This does not mean a 90% or 95% reduction in the principal tax owed. Enrollment takes place online and becomes effective only when the payment slip is paid by its due date, according to the official program page.

Which debts qualify?

The city says the program covers ISS credits registered or not registered as overdue debt, debts already under installment plans, plans canceled for nonpayment, debts under judicial collection, debt acknowledgments received by the enrollment deadline, and credits notified by December 21, 2026. Taxpayers in the Simples Nacional regime may participate when the debt has been transferred to the municipality for collection. Eligibility for each debt should be checked on the portal before accepting an offer.

What changes when enrolling in September?

A September 9 notice from the Municipal Revenue Office says enrollment by the end of that month allows up to four installments. The number falls in subsequent months because all negotiated amounts must be paid off by December 2026. The POAISS page sets the overall enrollment period from August 1 to December 21, 2026, and says the final installment must be paid by the last banking business day of December.

How to enroll

  1. Visit the official POAISS portal and open the enrollment link.
  2. Sign in with a gov.br account or digital certificate. For a company, check that its CNPJ is linked to the responsible person's account.
  3. Select the listed debts and review the balance, charges, payment method and payment slip due date.
  4. Pay the lump sum or first installment by the stated deadline. Enrollment does not take effect without this payment.

The official page says the first installment or lump sum is due within five business days of enrollment, subject to the month in which the request is made. Because the city's September notice says “within five days,” follow the due date printed on the payment slip for your case.

Checks before confirming

When renegotiating a debt already under an installment plan, the old plan is canceled, prior payments are credited and the balance is recalculated. For debts under administrative or judicial dispute, enrollment followed by payment entails withdrawing the challenge to the amounts included. If only part of an assessment is disputed, the program allows a request to split the debt so the undisputed portion can be negotiated, subject to technical review; the city advises against leaving that request until the final days. Missing two intermediate installments, or failing to clear the balance by the last installment, terminates the plan and restores fines and interest in full.

Before paying, review your individual offer and the rules on the official site. If the system fails, the city directs users to the Finance Department's service portal under the POAISS menu.
