Anyone planning to work as a street vendor at Salvador's popular festivals, from Festival Virada Salvador 2026/2027 through the 2027 Carnival, must register online between 10 a.m. on September 22, 2026 and 11:59 p.m. on October 21, 2026. The process is managed by the Municipal Secretariat for Public Order (Semop), and registration must be completed through Salvador's official festival portal.

Registration is not first come, first served. After the application period closes, documents are reviewed and candidates are ranked through an objective points system. It is therefore useful to prepare supporting documents before starting the form and to follow official publications until the final list is released.

Which festivals are included

  • Festival Virada Salvador 2026/2027;
  • Senhor do Bonfim Festival;
  • Lavagem de Itapuã;
  • Iemanjá Festival;
  • pre-Carnival events;
  • Salvador Carnival 2027.

The annual notice defines, for each event, the types of commerce, permitted equipment, number of authorizations and other occupation conditions. Registration is handled in the same system, but applicants must indicate the events and type of service or equipment for which they want to compete.

Categories announced for the 2027 Carnival

CategoryPublished quantity
Vendors using coolers (isopores)3,500
Various mobile carts500
Candy vendors400
Food trucks65
Bahia-style acarajé trays60
Ice-sale vehicles30
Vehicles for collecting recyclable materials5

Note on totals: summaries published on September 18 contain a discrepancy between the aggregate total reported for Carnival and the sum of the listed categories. To avoid repeating a conflicting figure, this guide keeps the per-category quantities, which are consistent across the publications reviewed. Before completing registration, check the table in the official notice and portal.

Some categories have specific requirements. Only holders of Semop licenses for Bahia-style acarajé trays and food trucks may register to use that equipment. Vehicles used to collect recyclable materials must be linked to cooperatives registered with Limpurb, Salvador's urban cleaning agency.

What has been announced for the other festivals

Information published through September 18 lists cooler-vendor quotas of 600 for Festival da Virada, 1,000 for the Senhor do Bonfim Festival, 1,100 for pre-Carnival and 600 for the Iemanjá Festival. Lavagem de Itapuã is part of the registration process, but the summaries reviewed do not provide a comparable quantity for that festival. Use the official notice and registration system to confirm the category available at each event.

How the scoring system works

Municipal Decree No. 38,859/2024 establishes the objective criteria used in registration for popular festivals and Carnival. Ranking does not depend on how quickly an application is submitted within the registration window.

CriterionPoints
Residence in Salvador4 points
Previous participation in the same event, recorded in Semop's database, within the period considered1 point per participation, up to 2 points
Training or refresher certificate related to the activity and completed within the previous five years1 point per certificate, up to 2 points
Female head of a single-parent household1 point
Elderly or retired applicant1 point

For previous experience, the decree states that events held after Carnival 2022 are considered. In a tie, the older candidate has priority. If the tie remains, the rule provides for an electronic draw.

Reserved places for people with disabilities

The decree reserves 5% of available places for people with disabilities. If applications exceed the reserved places, the same selection criteria apply. The text also provides an exemption from fees and taxes charged for street-vendor activity for this group.

Documents and information to prepare

Applicants must provide their full name, identity document number, CPF, full address, email and phone number, and choose the type of service or equipment and the events of interest. Because residence in Salvador earns points and coverage of the current cycle advises applicants to provide proof of residence, it is prudent to have it ready along with a photo ID.

  • photo identification, such as RG, CNH, professional council ID or employment/professional card;
  • CPF and proof of residence;
  • vehicle registration certificate (CRLV), when the category involves a vehicle;
  • Occupational Health Certificate (ASO), for activities involving food handling;
  • medical report or other proof of disability, when applicable;
  • proof of ex-combatant status, when applicable;
  • proof of retirement, when applicable;
  • training or refresher certificates related to the activity and issued within the previous five years;
  • name and CPF of helpers, when applicable and requested by the system;
  • details of children under 18 who will use Salvador Acolhe program centers, when applicable.

The exact list may vary by category and by the annual notice. The registration system should indicate which attachments are required for each situation.

Where to get help with registration

Although registration is exclusively online, Prefeituras-Bairro offices must provide staff and internet-connected computers to assist applicants during service hours. The city government also announced these support points for the 2026/2027 cycle. Because the publications reviewed do not provide a single consolidated list of each office's address and hours, check municipal channels before traveling to a unit.

What happens after ranking

  1. Keep the registration receipt and follow the portal and the Municipal Official Gazette.
  2. Check the provisional score when it is published.
  3. If there are grounds to do so, use the appeal period listed in the schedule.
  4. If selected within the available places, follow the instructions to issue and pay the Municipal Collection Document (DAM) for each event, when applicable.
  5. After authorization, the badge must be worn visibly during the event together with a photo ID.

Prefeituras-Bairro offices must also provide computer and printer support for issuing the DAM. A selected applicant who does not issue or pay the document within the deadline may lose the authorization, allowing the next ranked candidate to be called.

Sources and official checks

The general rules are set out in Municipal Decree No. 38,859/2024. For the 2026/2027 cycle, consult Salvador's Festival Portal and publications in the Municipal Official Gazette. Calendar and category data published on September 18 were also checked against local coverage reproducing the notice, including Piatã Notícias and Farol da Bahia.
