The PRONINC 2026 Public Call, announced by Finep in September 2026, makes up to R$ 100 million in non-repayable FNDCT funding available for projects that develop or adapt technological solutions for Solidarity Economy Enterprises (EES, in the Brazilian acronym). Each proposal may request from R$ 2 million to R$ 5 million and may run for up to 36 months.
The key point for applicants is that this is not a call open to any type of organization. A proposal must have an eligible Science, Technology and Innovation Institution (ICT, in the Brazilian acronym) as the executing institution, include joint work by a Popular Cooperative Technology Incubator (ITCP), or equivalent structure, and a Technology Innovation Center (NIT), or an equivalent structure where allowed, and be connected to a solidarity economy network, territory or socio-productive arrangement.
Who can submit a PRONINC 2026 proposal
According to Finep's official call page, public ICTs and eligible private nonprofit ICTs may act as the Executing Institution, provided they meet the definitions and requirements in the call and Annex VII. Eligible private institutions must also prove regular operation during the previous three years.
- Federal public ICT: must submit the proposal in partnership with a support institution, which will act as the Proponent Institution.
- State, Federal District or municipal public ICT: must decide at submission whether to include a support institution. The call states that it cannot be added later.
- Eligible private nonprofit ICT: may participate if it meets the specific requirements of the call and Annex VII.
Solidarity Economy Enterprises, cooperatives, associations and other beneficiary organizations cannot be the Proponent Institution, Executing Institution or agreement holder, and they cannot receive project funds directly. This does not exclude them from the project. On the contrary, the proposal must be participatory and linked to the concrete needs of these enterprises and territories.
Each Executing ICT may submit up to two proposals. They will be assessed independently, and each must be feasible on its own.
What institutional arrangement the proposal must demonstrate
The ICT must execute the project through joint work by two structures:
- an ITCP or equivalent structure formally linked to the ICT;
- an own NIT or an NIT established in association with other ICTs. For an eligible private nonprofit ICT, the call allows the institutional equivalent described in its rules.
The project must also be developed within a solidarity cooperation network or a territorial or socio-productive arrangement. The proposal must involve at least one partner organization representing the people, groups, enterprises or territories concerned. Consent from at least one such organization must be documented through a Prior Consent Letter based on the model in Annex VI.
Potential partners include EES, cooperatives and associations, civil society organizations, community organizations, social movements, solidarity cooperation networks and organizations representing groups connected to the project's purpose.
Which topics can receive support
The proposal must fit at least one of the five areas of interest defined by Finep. More than one area may be combined as long as the problem, solution, goals and activities are coherent.
- Agroecology, food sovereignty and sustainable production systems.
- Sanitation, water reuse and waste recovery.
- Development of digital systems and solidarity finance technologies.
- Renewable energy.
- Health, occupational safety, care and well-being in territories.
The call requires a clear description of the problem faced by the EES, the technological solution to be developed or adapted, and its expected contribution to strengthening the enterprises. The process should cover diagnosis, development, adaptation, experimentation, validation and application with beneficiary participation.
How much each project can request
The call has a total budget of up to R$ 100 million. The limits for each proposal are:
- minimum: R$ 2 million requested from Finep;
- maximum: R$ 5 million requested from Finep;
- execution period: up to 36 months.
At least 30% of the call's resources are to be allocated to the North, Northeast and Center-West regions, including the areas covered by Regional Development Agencies, provided there are projects considered worthy of funding. For this rule, Finep uses the municipality where the Executing ICT is headquartered.
Eligible expenses and budget limits
The official call page summarizes the main eligible expenses. The budget should be built together with the documentation required by Annex III because the eligibility review also checks the supporting documents for each item.
- Consumable materials: up to 20% of the funds requested from Finep.
- Third-party legal entity services: may include specialized technical services and training, capacity-building and education activities linked to the project.
- Personnel costs: up to 30% of the funds requested, subject to the maximum amounts in Annex VIII.
- Per diem and travel: up to 10% combined, with a maximum of 5% for per diem and 5% for travel.
- Scholarships: up to 30% of the funds requested and subject to Annex V.
- DOACI operating expenses: up to 5% of the funds requested.
- Equipment, permanent materials and software: domestic or imported, when linked to project execution.
- Integrated systems of small equipment: when functionally integrated and connected to the project objective.
- Technical furniture and technical-operational infrastructure: when indispensable.
- Minor adaptations to physical space: limited to R$ 392,952.63 per item and, in total, to 15% of the funds requested.
There is an important restriction on scholarships: they are allowed only in proposals from public ICTs submitted through a support foundation. The call prohibits scholarships in proposals submitted directly by private nonprofit ICTs.
Documents used to qualify budget items must fully follow Annex III and, according to Finep's call page, must be uploaded in PDF.
Financial counterpart
Proposals submitted by a state, municipal or Federal District agreement holder must include a financial counterpart under the percentages established by Brazil's 2026 Budget Guidelines Law and item 8 of the call. Proposals from a federal ICT or a private nonprofit institution are exempt from counterpart funding, according to the official call summary.
Because the applicable percentages depend on the type of agreement holder, applicants should check this point directly in the call before finalizing the financial plan.

| Institutional registration in SISGON, Basic Legal Entity and Institutional Documents segments | October 9, 2026, by 5:00 p.m. Brasília time |

| Preliminary merit review result | from April 25, 2027 |
| Final merit review result | from June 10, 2027 |
Access to the proposal form depends on prior review and approval by Finep of the Proponent Institution and Executing ICT registrations. If adjustments are needed, the platform may return the registration. Finep therefore recommends not waiting until the final days to complete registration or submission.
Important: public sources differ on the registration deadline
The official call page lists October 9, 2026 at 5:00 p.m. as the institutional registration deadline. The Brazilian Ministry of Labor and Employment calls page also lists October 9. However, a Finep news item published on September 18 mentions October 16.
Because the official call page refers the schedule to item 9 of the call and matches the Ministry's information, the safer operational reference is October 9 unless Finep publishes a formal amendment afterward. Applicants should check the call page and annexes again before submission to see whether any update has been issued.
How proposals will be screened and scored
The eligibility review is eliminatory. Finep will check, among other items, the institutional registrations, eligibility, the maximum number of proposals per Executing ICT, supporting documentation, counterpart requirements when applicable and qualification of budget items.
The call states that a proposal will be eliminated if the consolidated value of disqualified budget items exceeds 30% of the total amount requested.
After eligibility screening, the merit review uses five criteria:
- General Assessment, weight 5.
- Impacts, results and sustainability, weight 5.
- Institutional capacity and team, weight 4.
- Planned partnerships, weight 4.
- Budget, weight 3.
Scores range from 1 to 5. A proposal is eliminated if its weighted average is below 3.5 or if it receives a score of 1 for the Budget criterion, regardless of the overall average.
