The Training Club Certificate received by Confiança does not just function as a seal of quality for the youth categories. Certification places the club in a specific legal position: it allows it to claim rights linked to the training of athletes, but only as long as education, health, safety, assistance and registration obligations provided for in the General Sports Law and CBF regulations are met.
The news of the certification was published on July 27, 2026. According to ge, the recognition had been obtained the previous Friday, July 24, making Confiança the first club in Sergipe officially certified as a trainer. The same publication reported that the certificate is valid until January 31, 2027 and can be suspended or revoked if the requirements are no longer met.
In practice, this reinforces the club's ability to legally organize a player's passage through the academy until his first professional contract. It does not mean, however, that Confiança becomes the “owner” of the young athletes, has the automatic right to any future transfer or can prevent a player from following another path.
What the certificate gives the club and what it charges in return
The CBF regulations themselves treat the CCF as a document of a strictly sporting nature. It certifies conditions related to the training of football players, but does not replace municipal, health, safety licenses or other authorizations required by the public authorities for training centers and accommodation.
| What the certificate gives the club | What you demand from the club | Which does not guarantee |
|---|---|---|
| Condition for exercising the legal rights reserved to the training organization | Continuous maintenance of legal and sporting requirements | Permanent acquired right: the certificate may be suspended or lost |
| Right to seek first professional contract from the age of 16 | Sports training combined with education, health, food, transportation and athlete protection | Obligation for the young person to sign a professional contract |
| Possibility of compensation in specific cases of loss of the athlete during training | Written contract, registration, insurance and proof of training expenses | Automatic payment whenever the athlete leaves the club |
| Preference for the first renewal of the first professional contract, under the conditions of the law | Compliance with deadlines and conditions for submission and matching of proposals | Power to prevent a better offer or force the athlete to remain |
| Participation in legal mechanisms linked to training, when requirements are met | History and records capable of effectively demonstrating the training period | Certain future income from international sales or transfers |
This balance is the most important part of the certificate. The trainer's economic or contractual rights appear accompanied by concrete duties towards the young person.
Training contract is not the same as a professional contract
The General Sports Law allows the training organization to conclude the first special sports employment contract with the athlete from the age of 16. In football, this first professional contract can last a maximum of three years.
Before that, there is another legal relationship. Non-professional athletes in training, when over 14 and under 20 years of age, can receive financial assistance through a learning grant freely agreed in a formal contract, without this, in itself, creating an employment relationship.
The formation contract also needs to be written. The law requires, among other elements, the identification of the parties, duration, rights and duties and the contracting of life and personal accident insurance related to sporting activities. Expenses incurred with training that could serve as a basis for possible compensation also need to be specified.
Therefore, signing a training contract is not the same as “turning professional”. The document formalizes the development stage at the base and creates obligations for both sides. Professionalization depends on another contract and, in football, it can only occur after the age of 16.
The Diego Luiz case and the first practical application of the seal
The agenda informs that Diego Luiz became, on August 7, 2026, the first Confiança athlete to sign a training contract after obtaining the CCF. This data, however, was not confirmed in the public survey carried out on August 9, 2026: neither official indexed publication of Confiança nor reliable report that allows the information to be treated as a verified fact was found.
If the information is confirmed by the club, the case will be an important practical application of the base's new legal stage. The central point will not only be the existence of a signature, but which rights and obligations have become formalized and registered according to the age and sporting situation of the athlete.
It will also be important to avoid frequent confusion: a training contract should not be presented as the first professional contract. Without the age, the exact type of bond and the documentation in the announcement, it is not possible to say which specific provision Diego Luiz's case falls under.
The protection of the young athlete is part of the certificate
The CCF is not just about the club's ability to technically train a player. The legislation conditions the recognition of the training organization to a broader protection structure.
The requirements include educational support, psychological, medical, physiotherapeutic and dental assistance, adequate food, transportation, family life, specialized professionals and compatibility between training hours and school attendance. Effective sports training time must respect the legal limit of four hours per day and be adjusted to school or professional activities.
The law also determines measures to prevent sexual abuse and exploitation, training of people who work directly with children and adolescents and the existence of a channel for reports and complaints. For accommodated athletes, the rules are even more specific and cover adequate facilities, monitoring, security and family life.
Since April 2026 there has been an additional obligation. Law 15,387/2026 amended the General Sports Law to include, among the requirements of the training organization, the registration of the training program with the Municipal Council for the Rights of Children and Adolescents and proof of compliance with this measure.
Inspection also does not end with the issuance of the certificate. The General Sports Law provides for continuous supervision by the responsible bodies, including the Guardianship Council, the sport's regulatory entity and the Public Ministry of Labor. Violations may result in warnings and, as appropriate, loss of certification and other sporting sanctions.
When Confiança can receive compensation for training
Certification strengthens the club's legal position, but compensation does not arise simply because an athlete passed through the base.
The General Sports Law provides for a specific hypothesis when the training organization is unable to sign the first professional contract due to the athlete's objection or when he joins another organization without express authorization. To claim compensation, the club must meet legal conditions, including keeping the athlete regularly registered and not causing his release.
In this case, the compensation is limited to up to 200 times the value of the expenses proven to be incurred with the training and specified in the contract. The law also defines who must make the payment and establishes that it be made directly to the training organization.
It is different from the renewal preference. When the training organization has already signed the first special sports employment contract, it has preference for the first renewal, for a period of up to three years, as long as it follows the legal procedure. The proposal must be presented within the stipulated deadlines and, faced with a more advantageous offer from a third party, the club must match the conditions to exercise the preference.
In other words: preference does not mean unrestricted retention power. The legislation creates protection for the investment made in training, but also preserves conditions for the athlete to analyze proposals and pursue their career.
What about the solidarity mechanism?
The General Sports Law has a national mechanism through which organizations that contributed to the training of a professional player can receive installments of a costly transfer. The division considers the years of training between 12 and 19 years old, in the percentages established in art. 102.
International transfers follow another regulatory structure. FIFA maintains its own rules for training compensation and solidarity contribution, processed based on the player's history and requirements set out in the Regulations on the Status and Transfer of Players and the FIFA Clearing House. Therefore, the Brazilian CCF should not be presented as an automatic guarantee of receipt in future international negotiations.
This point also deserves attention because FIFA approved a new framework for its transfer rules in June 2026, with entry into force scheduled for January 1, 2027.
What changes for the Confiança base from now on
The greatest effect of the certificate is to transform the training structure into a more formalized two-way relationship. Confiança now has clearer legal instruments to protect the investment made in training, negotiate the transition to professional football and, when the legal conditions are met, claim compensation or amounts linked to the training history.
On the other hand, this protection only exists as long as the club maintains the conditions that justified certification. School, health, food, security, psychological support, contractual records and full protection of young people are not additional benefits: they are part of the regime itself that allows the club to claim trainer rights.
For this reason, the base's next cases — including that of Diego Luiz, if officially confirmed — will be important not only for revealing new players. They will allow us to observe how Confiança transforms the certificate received from the CBF into contracts, monitoring and effective protection of athletes.
