Applications for São Paulo's Municipal Participatory Council election for the 2027–2028 term are open until 11:59 p.m. on September 16, 2026, Brasília time. Applying is free, individual, and must be completed online by the applicant. To avoid an incomplete application or a document issue, the most important step is to check three things before submitting: whether you meet the notice requirements, whether your address matches the district in which you intend to run, and whether every uploaded file is legible and follows the platform's requirements.

Who can run for the Municipal Participatory Council in 2026

Notice No. 1/2026 — Casa Civil/CPS states that applicants must meet all applicable requirements. In practical terms, an applicant must:

  • be 18 years old by the end of the application period;
  • live in the district of the Subprefecture in which they intend to run;
  • if Brazilian, have electoral domicile in the Municipality of São Paulo;
  • if an immigrant, live in the Municipality of São Paulo and hold an official migration document accepted under Brazilian law;
  • not hold an appointed commission position in municipal, state, or federal government;
  • not hold elected office;
  • not be a member of an Electoral Commission for this process;
  • not be registered as a candidate in another Subprefecture;
  • meet the other legal requirements cited in the notice and have no criminal record, as evidenced by the required certificate.

The candidacy is tied to the applicant's district of residence. A slate, group, collective, or legal entity cannot be registered as a candidacy. Immigrant applicants run for the extraordinary immigrant representative seats in the Subprefecture where they live.

Candidate document checklist

The notice requires applicants to complete the information requested on the platform and upload legible documents. The checklist below separates the documents required from all applicants from those that differ for Brazilians and immigrants.

Document or itemWho submits itWhat to check before uploading
Official photo IDBrazilian applicantsThe notice lists RG, CNH, or a functional ID card. Make sure the image is clear and not cropped.
Proof of residenceAll applicantsIt must be in the applicant's name and make it possible to identify the address, Subprefecture, and district.
Criminal record certificateAll applicantsUse a certificate issued by a competent authority and check the platform's technical file requirements.
Recent 3x4 photoAll applicantsWhite background, clear image, and no accessories that obscure the face.
Statement of intentAll applicantsMaximum 1,500 characters, including spaces. It should briefly introduce the applicant and present public-interest topics, priorities, and proposals.
Voter registration cardBrazilian applicantsIt must allow validation of the application and electoral domicile in the Municipality of São Paulo.
Electoral clearance certificateBrazilian applicantsMake sure the certificate is current and legible. It can be issued through Brazil's Electoral Justice channels.
Official migration documentImmigrant applicantsThe notice accepts CRNM, RNE, DPRNM, a valid migration protocol, or another official document accepted by law.

Review the statement of intent separately

The statement of intent is a public part of the candidacy and is limited to 1,500 characters, including spaces. The notice's annex recommends a brief introduction, the public-interest topics the applicant cares about, and the priorities and proposals they intend to defend or monitor during the term.

Before submitting, remove document numbers, home address, telephone number, email address, social media handles, and other identifying information unrelated to the proposals. The notice also prohibits offensive, discriminatory, or defamatory language, commercial advertising, and content incompatible with public-administration principles.

A useful final check is to ask whether the proposals fit the Council's role: monitoring public policies and services, exercising oversight, tracking targets and public spending, articulating civil-society demands, and supporting participation mechanisms. The Council does not directly carry out public works or services.

Confirm your district before starting the application

The address provided will be checked and georeferenced to determine the Subprefecture and district for the candidacy. The City itself points applicants to GeoSampa if they need to confirm which area corresponds to their address.

This is especially important because after the application deadline, corrections to the Subprefecture or district are restricted to the technical situations described in the notice. If there is an address discrepancy or a territorial identification problem, the Local Electoral Commission may request clarification or additional documents.

What must happen for the application to be truly complete

Saving a draft, filling in only part of the form, or merely uploading documents does not complete the candidacy. Under the notice, the application is considered complete only after the applicant:

  1. fills in every required field;
  2. uploads all required documents;
  3. accepts the platform's electronic declarations;
  4. generates the application protocol.

While applications remain open, applicants may correct information, replace documents, and change their ballot name or statement of intent. The valid version will be the last one submitted and confirmed.

Where to apply and which official links to keep open

Applications are submitted through the official CPM Election platform. To check the rules and general guidance, it is also useful to keep the Municipal Participatory Council portal and the full notice open.

For specific documents, Brazil's Electoral Justice provides online issuance of the electoral clearance certificate. The São Paulo State Public Security Secretariat provides an official criminal record certificate service; before uploading a certificate, confirm on the election platform that the document obtained fits your case and the technical requirements of the process.

After submitting, monitor the Official Gazette and the platform

The process does not end with the protocol. Local Electoral Commissions review eligibility, documents, and the match between the applicant's residence, district, and Subprefecture. The first preliminary list may show preliminary approval or denial and, when applicable, identify an issue that can be corrected.

After the first preliminary list is published in the City's Official Gazette, an applicant has 5 business days to submit a document correction or an appeal concerning their own candidacy through the official platform. A correction may address a missing, incorrect, or illegible document.

The City's Official Gazette is the official channel for publication of acts in the election process. Platform or email messages are supplementary. Monitoring only your inbox therefore does not replace checking official publications.

Final check before you click submit

  • Will you be 18 years old by September 16, 2026?
  • Do the district and Subprefecture you entered match your address?
  • Is your proof of residence in your name and legible?
  • Have you attached every document required for your applicant profile?
  • Does your 3x4 photo comply with the notice?
  • Is your statement of intent within 1,500 characters and free of prohibited personal information?
  • Do your files meet the formats and size limits shown on the platform?
  • Did you complete submission and save the protocol?

Because the application period ends on September 16, 2026, the safest way to avoid a last-minute rush is to prepare the documents and verify the district before starting the form. If there is any doubt or discrepancy, the official notice and the election platform should take precedence over summaries or informal guidance.
